Project BabyCare – [Portugal]

The Institution

Dr. Alfredo da Costa Maternity is an institution which was founded in 1932, where there were born more than  600,000 babies and is dedicated to providing care with a high level of differentiation, to children born in the institution or to all entrusted by other hospitals.

The Challenge

The Pediatric Unit has 50 beds for special care and a team of medical professionals and nurses that provide 24 hour care on all newborns. Each year the institution receives about four hundred premature babies, from many different parts of the country and spend on average ten days in the incubator room of intensive care and sometimes several months. To enable parents a constant contact with their children has become a target of Maternity, as an addition to regular visits and allowing them to see their babies whenever they wanted to from the comfort of their homes.

The Solution

The project Babycare, started in February 2000 with the provision of 12 video surveillance cameras installed in the intensive care room for newborns, linked to a ISDN videocodec which in turn is connected to a digital ISDN phone line.
There will be an ISDN line and a video communication equipment connected to a TV which is installed in the parents’ house. The parents have only to dial a phone number to gain access to the Maternity which does not interfere with the normal operation of the phone and the cost of the video call is like a normal call.
This system will still be available to users who do not have a computer with internet access.

In June 2008, with the commissioning of a new care room in the maternity the number of video surveillance cameras
increased to 30. At the same time, there are installed video servers which allow access to the Internet and also to the existing ISDN line. Thus parents are able to see their children by using a computer with Internet access and an internet browser wherever they are, 24 hours a day.
The realtime access is via ADSL, which allows faster access, better compression and superior quality of images  obtained in the process.

A solution customized by Visus Vídeo, was the creation of a gateway to the two servers and an user interface designed to provide protection exclusively to the parents of each baby who is assigned an authentication code and password associated with their incubator.
The whole system is connected to a central matrix of video that receives video signals from each of the chambers incubator, in which a small LCD display is installed for tuning the positioning and focus of the cameras. A multiplexer and a monitor are placed with the nursing team to provide constant monitoring of each baby /
incubator.

The project Babycare, designed and implemented responsibility by Turrion Leite (Enginner) from Portugal Telecom is a pioneer project in the world, widely recognized in Portugal and abroad and is the result of a protocol between the
Maternity Dr. Alfredo da Costa (MAC) and Portugal Telecom Foundation. Functioning since 2000 in the MAC, it also be installed soon in the Júlio Dinis Maternity Hospital in Porto.

CTEEP selects VPON DVR for monitoring substations [BRAZIL]

CTEEP ( Paulista Electric Energy Transmission Company) select VPON DVR that is distributed by BYCON for monitoring substations and installations of the company. The CTEEP – Company of Electric Energy Transmission Paulista operates at a complex infrastructure consists of more than 11,780 kilo-meters of transmission lines that are spread out in all of the eastern portion of Sao Paulo. The company has totally 102 sub-stations.

For more than one year the company felt a strong demand that it is necessary to implement a system for monitoring property security of those stations through the headquarter building that is located at central Sao Paulo. The project was named SIM( System Integration of Monitoring) and basically, implemented through a network of variable bandwidth links from 65Kbps to 2Mbps. In addition to consume minimum bandwidth while transmitting video and audio, the solution should also fulfill some required web access functions and based on other non Windows platforms.

After analyzed many different solutions, CTEEP selected VPON DVR that is distributed by BYCON which can meet all the requirements that are established by CTEEP. Through the company’s existing network, VPON DVR never compromises the performance of the communication channels and still possible to send alarm signals, bi-directional audio, control local and remote camera moving, recording local and remote when motion detection and view images through web with small bandwidth consumption that given by the communication channels.

“The VPON system is based on Linux real time kernel stored in flash memory and uses H.263 compression protocol to make it very efficient on bandwidth and hard disk space consumption.”, explained by Edvaldo Pereira, the Technical Director of BYCON. Another point of selecting VPON as the solution was related to the IP configuration for network monitoring integration.

By implementing the VPON DVR units, CTEEP also obtained profits of cost reduction and risk diminution. ”The implementation of SIM gave CTEEP the cost reduction of displacement risks when the substations were dismissed from services.

And the reduction of accessing costs for the safety verifications of equipments operations and development to those energized areas”, declared by Mario Sergio Machado, System Security Consultant of CTEEP.

 In the reference for security business, the system reduces the number of incidents resulting from thefts and invasions in the installations. Paulista has significant profits in fast response to identification of occurrence. The SIM project is being utilized at Edificio Saliba, with 32 cameras for security, at Anhanguera substation for remote work , at CBA substation for remote operation and trail installation at at Santa Barbara d’ Oeste,Embu-Guacu, Bom Jardim and SE Oeste. And there are still some important substations such as Gerdau,Piraju, Avare Nova and Carbocloro that need to be installed.
